The Computer That Does Not Understand

A computer can perfectly mimic human conversation without actually understanding a single word it says. Even if a machine passes every test of intelligence, it is merely following complex rules like a person shuffling cards.

Imagine a person locked in a room who uses a massive rulebook to output perfect Chinese responses to questions. Despite the flawless output, the person inside does not know the language at all. This thought experiment suggests that processing information is not the same as having a mind or true consciousness. It challenges the idea that advanced software could ever develop real awareness.
