The City Without Laws or Government

Kowloon Walled City was a self-governing urban anomaly where 33,000 people lived in a lawless enclave. Neither Britain nor China claimed jurisdiction, leaving residents to build a vertical labyrinth without any government oversight.

This massive cluster of buildings grew organically into a dense, dark maze where no building codes or safety regulations existed. Without a central authority, the community developed its own informal systems for water, electricity, and even medical care. It remained a global curiosity until its eventual demolition in the 1990s. Its unique structure of interconnected rooftops allowed people to traverse the entire city without ever touching the ground.
